Canada's trade minister targets a year-end India pact as negotiators prepare October talks

Carney proposes Canadian entry to Erasmus+ as broader EU framework remains undefined
In an address to the European Parliament, Mark Carney proposed Canadian participation in the EU's Erasmus+ student exchange and next-generation Horizon research programs. This is still a negotiating proposal, not approved membership, while the broader ‘associate member’ framework also remains undefined.
A successful negotiation could expand exchange and research opportunities for Canadian students and institutions. There is no new Erasmus+ eligibility yet and no new EU work, residence or free-movement right.
Ottawa mail-ballot applications close at 4:30 p.m. today
Ottawa's Elections Office says eligible voters have until 4:30 p.m. on September 15 to apply for a special mail-in ballot for the 2026 municipal election. Approved voter kits are expected to be mailed during the week of September 21.
Residents who want to vote by mail must apply before the deadline. This is not the deadline to return a completed ballot, and voters should use only the official City of Ottawa forms and contact details.
Canada formally applies to join UK-led Joint Expeditionary Force
Prime Minister Mark Carney has announced that Canada formally applied to join the UK-led Joint Expeditionary Force. The application has been submitted, but Canada is not yet a member.
If admitted, Canada would deepen military cooperation in the Arctic, North Atlantic, Baltic and Northern European regions and broaden its European security partnerships beyond traditional North American defence frameworks.

Canada eases short-course rules for some work-permit holders
A new temporary public policy lets foreign nationals with a valid Canadian work permit take a course or program lasting six months or less without a separate study permit. The exemption ends when the work permit or policy expires, whichever comes first.
Workers upgrading credentials or moving into shortage occupations such as health care may benefit. This is not a permanent-residence guarantee, and longer programs still require separate checks.
