Update: United Russia leads State Duma vote with 57.5% in partial results

Reuters cited partial Central Election Commission figures on September 20 showing United Russia at 57.5%. Other parties on course to enter the Duma generally support the Kremlin on major issues. The count is not final and seat totals can still change.

The Associated Press reported an official turnout of 56.66% when polls closed. Half of the Duma's 450 seats are allocated through party lists and half through single-member districts, so the party-vote percentage does not directly equal the final share of seats.

The vote was Russia's first parliamentary election since its 2022 full-scale invasion of Ukraine. Openly anti-war candidates were largely disqualified, imprisoned or driven into exile. Russia did not invite OSCE observers; opposition parties and monitors reported procedural violations, some of which could not be independently verified.

Russia also organized voting in occupied Ukrainian regions. Ukraine and the European Union say those votes violate international law. This report does not treat the disputed voting as recognition of Russian sovereignty claims.

Moscow and other regions came under a large drone attack on the final voting day. That security event does not itself prove or disprove the election's validity. Russian officials said the attack aimed to disrupt the vote; Ukraine did not confirm that motive.
